Abstract

Small and medium-sized enterprises (SMEs) are under growing pressure to digitalise, yet many invest in technology without a clear view of whether they are ready to absorb it or how its returns will be measured. External advisory services, including accountants, management consultants, digital innovation hubs and public business-support programmes, are widely promoted as a remedy, but there is little guidance on how advisers should structure their contribution so that it improves the financial outcome of a digital investment. This paper addresses that gap by developing the Digital Investment Readiness and Returns (DIRR) Framework, a four-pillar model that connects (1) digital maturity, (2) investment appraisal, (3) implementation capacity and (4) benefits tracking, with advisory services acting as an enabling layer across all four. The paper specifies the constructs and indicators of each pillar, proposes a composite Investment Readiness Index (IRI) and links it to a readiness-adjusted net present value through a benefit realisation factor. A four-gate decision process translates the index into go, defer, stage or redesign decisions. An illustrative application to a hypothetical manufacturing SME shows how a project that appears highly attractive on a conventional appraisal (NPV of USD 98,531) becomes value-destroying once readiness is considered (NPV of USD -25,605), and how targeted advisory interventions restore a positive return (NPV of USD 8,709) even after advisory fees. Six research propositions are offered for empirical testing. The framework links readiness assessment directly to financial appraisal and gives advisers, SME owners, lenders and policymakers a common, auditable language for digital investment decisions.
