Responsible AI Governance and Its Effect on Corporate Accountability and Business Performance

Responsible AI governance, the policies, structures and controls through which organisations ensure that AI systems are fair, transparent, safe and accountable, is often treated as a compliance cost that trades off against performance. This paper models governance as an investment whose return depends on the organisation’s AI intensity: governance reduces the rate of AI incidents, which cause losses, and raises corporate accountability, which has value in its own right, while incurring direct costs that rise with intensity of governance. A simulation of 500 firms shows that high-governance firms experience 70% fewer AI incidents than low-governance firms (0.43 versus 1.40 per year) and score twice as high on accountability (0.81 versus 0.41). The net effect on performance depends on AI intensity: among low-AI-intensity firms the governance cost roughly offsets the incident savings and net performance is flat in governance, whereas among high-intensity firms net performance rises with governance throughout the range, with a positive governance–intensity interaction of 0.15. The paper argues that governance should scale with AI intensity, that accountability benefits accrue even where the performance case is neutral, and that the common framing of governance as a brake on performance is wrong for the firms that use AI most. A governance architecture and an evaluation approach are proposed.
